The great orange wave that ripples across Pennsylvania during hunting seasons was re-tailored Tuesday when the state Board of Game Commissioners voted to simplify rules mandating when fluorescent orange material must be worn while hunting.
In most legal hunting situations, at least some orange outerwear is still required, and a Game Commission statement referred to the use of bright orange as "highly recommended for all seasons, whether required or not." Nevertheless, commissioners relaxed orange regulations for some wild turkey and big-game hunters.
The changes, they said, were intended to reduce the complexity of existing fluorescent orange requirements, which result in a significant number of hunting violations each year.
"The rationale . was to simplify the requirements, which many found confusing, especially [when] archery deer season overlaps with fall turkey seasons and early muzzleloader and special firearms deer seasons," Game Commission spokesman Travis Lau said.
The changes, which will take effect at the start of the 2019-
20 license year on July 1, dictate that use of fluorescent orange is no longer mandated while archery hunting for deer, bear or elk, even during periods of hunting season overlap when prior rules required the color be worn. The regulations also eliminate the need for fall turkey hunters to wear fluorescent orange material.
Existing regulations regarding fluorescent orange remain in place for all other hunting seasons. During deer, bear and elk firearms seasons and small-game seasons, hunters must continue to wear at all times 250 square inches of daylight fluorescent orange material on the head, chest and back combined, visible from all angles. The same rules apply to those hunting for coyotes during daylight hours within open deer, bear or elk firearms seasons. Groundhog hunters must continue to wear a hat of solid fluorescent orange at all times. Orange material must still be posted nearby while hunting for deer, bear or elk from an enclosed blind.
No change has been made regarding the absence of blaze orange requirements during seasons for crows, mourning doves, waterfowl, post-Christmas flintlock deer, spring turkeys and furbearers, with the exception of coyotes as previously noted. …
